He has extensive experience in the Law on Higher Education and Science supported by more than 10 years of providing legal services to the Medical University of Warsaw where, as the Director of the Legal Office, he was responsible, among others, for implementing assumptions of the higher education system reform resulting from the Law 2.0.  

In addition, he has experience in intellectual property law, including that connected with research and development activities and in the organisation and financing of clinical trials.

He was the author of the application for co-financing and the manager of the project concerning the creation of awareness of the importance of intellectual property protection at the Medical University of Warsaw, co-financed by the National Centre for Research and Development (2012). 

From 2012 to 2016, he was president of the board of Synergia-WUM Sp. z o.o. – a special purpose vehicle established for the purpose of commercialisation of R&D results, where he carried out the first transfer of technology from the University to the market and the formation of a company with the participation of academics. He also carried out the first process of “enfranchisement” of a scientific employee at the University on the basis of scientific research results he authored.

Author and co-author of numerous applications for funding of research and development projects carried out by consortia with the participation of academic units, healthcare entities and entrepreneurs, in competitions organised by the National Centre for Research and Development or entities implementing EU programmes. He also has experience in drafting partnership agreements for projects implementing non-commercial clinical trials as part of the Clinical Trials Development Programme, co-financed by the Medical Research Agency.

He is the author of the statement of claim in the case pending before the Regional Court in Warsaw concerning coverage of the financial loss of a medical entity, together with a draft motion to the Constitutional Tribunal asking whether the provisions of the Act on Medical Activity, to the extent to which they impose an obligation on a public medical university, which is the founding entity of an independent public healthcare institution, to cover its net loss, are consistent with the Constitution of the Republic of Poland (case no. P 9/20).

He is a co-inventor of the patent application “Rescue support for lower limbs” – application no: P. 411 655, dated 21.03.2015, and also a co-founder of the Institute for the Future Foundation based in Warsaw, which conducts activities aimed at improving the quality of life of Polish society in the sphere of health care and saving human life and health.

In 1993, he graduated in Law from the Faculty of Law and Administration of the University of Łódź. Since 1997 he has been an attorney-at-law. In 2012, he completed postgraduate studies in intellectual property law at the Faculty of Law and Administration of the University of Warsaw in Warsaw.
