Head of the Public Procurement Department, he has been overseeing a number of capital investment, infrastructure, IT and logistics projects.

He has advised our Clients on all aspects of public procurement law compliance. He has been involved in providing comprehensive legal services and assistance to procurement contracting authorities and corporate bidders in many proceedings related to public procurement tenders and other tenders. 

He has specialised in appeals procedures to be referred to the National Chamber of Appeal (KIO) and in complaint cases against the Chamber’s rulings heard by courts. He has many years’ experience in providing legal services to organisations involved in projects co-funded by the European Union and in issues related to state aid funding. He is also an expert in drawing up and execution of investment projects based on the FIDIC conditions of contract.

He holds a law degree from the Faculty of Law, Administration and Economics at the University of Wrocław and The George Washington University School of Business in the field of Project Management. He is a member of In-Service Professional Training, Publications and Training Committee, District Chamber of Legal Advisers (OIRP) in Poznań.

He has acted as expert advisor to the Polish Agency for Enterprise Development (PARP) project “The New Approach to Public Procurement”, having run training courses to tens of law firms. He has been a speaker at several legal industry conferences. He has also lectured and coached at several hundred specialist training courses. He is the author of a number of publications on commercial law and public procurement issues.

His professional experience includes:

  • advising on the project implemented by PKP PLK S.A. (Polish Railway Line Services) “Improvement of Railway Access to Seaports in Szczecin and Świnoujście”, co-financed by the “Connecting Europe Facility 2014-2020” (CEF), worth around PLN 1.2 billion,
  • representing the Polish National Public Prosecutor’s Office in the proceedings heard by the National Chamber of Appeal (KIO) which has dismissed (file ref. KIO 2484/17 and KIO 2483/17) two appeals lodged by T-Mobile Polska S.A., and the Orange Polska S.A. and Integrated Solutions Sp. z o.o. consortium, in the “Purchasing Data Transmission Services for the Public Prosecutor’s Office units” proceedings,
  • advising the Polish National Public Prosecutor’s Office in the execution of the project “Development of Digitalisation of the Preparatory Proceedings Records (iSDA)” co-funded from the EU funding, Measure 2.1. “High Availability and Quality of Public e-Services” under the Digital Poland Operating Programme,
  • advising on the project  “Streamlining the Łódź Railway Junction” (TEN-T), stages I and II, the Łódź Widzew – Łódź Fabryczna section, Implemented by PKP PLK S.A. (Polish Railway Line Services), worth around PLN 4.3 billion.
